CDA sends director packing over fake files scam

ISLAMABAD, June 14: Another scam regarding 40 fake files of F-11 plots worth Rs 400 million has been unveiled in Capital Development Authority (CDA) due to which chairman CDA has repatriated the authority’s director land to his mother organisation.

On the other hand, director land has denied allegations against him and claimed the files were prepared before his joining the CDA and he also claimed to have rather cancelled the allotments of the said plots, Dawn has learnt reliably.

According to sources, 20 days ago Federal Investigation Agency (FIA) sent 40 files of sector F-11/2 and F-11/3 measuring 30X70 and 25X60 square feet to the CDA and informed that all the files were fake as names of 13 out of the 40 allottees were included in the award list of Bheka Syedan (village of F-11) but the CDA was still to allot plots to them while the remaining 27 allottees’ names did not even exist in the award list.

An officer of the CDA requesting not to be named said Chairman CDA Farkhand Iqbal instructed director land to lodge a First Information Report (FIR) against the culprits. On which an FIR against the unknown culprits was registered in Aabpara police station.

“Chairman CDA also constituted a committee comprising members of planning, estate and finance wings. They started inquiry and instructed Director Land Fariduddin Mustafa on June 1, to come along with the files and give explanation as apparently those files belonged to his department but he did not bother to come,” he said. “On June 3, a reminder was sent to him but he once again avoided coming for the investigation. Later, the management came to know that the director land tried to put the files of 13 allottees included in the award list in record to legalise them.

“On this, the chairman contacted the director on phone to explain and clarify his position but the director still tried to beat about the bush and did not hand over the record to the committee,” he said.

Finally the chairman decided to repatriate the service of director land to establishment division as he belonged to district management group (DMG) cadre. On his instructions, the authority’s HR Department handed over to him his repatriation orders on Thursday, he added.

Another officer said it was not the first incident involving fake files. In past so many times files of sector I-14, I-11 and sectors of G and E series were found fake. Besides scandal of fake files in Kuri Model Town was also unearthed just three years ago but the management never took serious steps to handle the issue of fake files, he said.

Director Land Captain (retired) Fariduddin Mustafa talking to Dawn said, “All the 40 files are ‘hand made’ however it is correct that 13 allottees’ names are included in the award list and they are to get plots sooner or later.”

But he refuted the allegation that he had created any hurdle in the investigation. “I cancelled all fake files and informed the management but it seems some persons are trying to trap me,” he alleged. He also confirmed having received repatriation orders and said he has been instructed to report to the establishment division.

Chairman CDA Farkhand Iqbal said the director land was not willing to handover record of fake files to the committee despite receiving reminders in writing.

“I also made a phone call to him and instructed him to handover the record to the committee but he did not bother to comply.

Later, I came to know that he was trying to declare the files legal due to which I decided to repatriate him,” he said. However, the repatriated director and the CDA’s top gun met at the house of an influential political personality in federal capital in the night to resolve the issue, Dawn has learnt reliably.
