Islamabad—The Capital Development Authority (CDA) under political pressure has allotted plots worth Rs700 million in posh sectors through non-transparent balloting to 56 allotees of Bhaika Syedain.Sources said that on the pressure of chairperson standing committee on Cabinet Secretariat (Senate), allotment letters were issued to affectees while CDA Director Land Sultan Fayyaz Kiani and Deputy Director Land Khizar Hayat Satti refused to approve the allotments against rules.

Moreover, in the light of refusal to issue allotment letters, deputy director was made officer on special duty (OSD) and CDA administration after giving current charge of deputy director land to Multan Khan, Assistant Director Land, issued allotment letters to affectees.

Former Chairman CDA, Imtiaz Inayat Elahi has termed the allotment of the plots worth Rs700 million to the affectees of Bhaika Syedain against the rules and regulations.CDA had announced award of sub sector in Bhaika Syedain F-11/3 back in 1980, sources said, and added, on the pressure of standing committee chairman and other influentials, the CDA administration disregarding the rules and regulations not only allotted plots to affectees through non-transparent balloting but also issued allotment letters.

Out of the 56 plots, 44 plots have been allotted against package deal as price of a single plot in Sector F-11/3 is said to be over Rs12 million, sources said.

Member Estate CDA, Shaista Sohail, when contacted, said that plot allotment case of the Bhaika Syedian affectees was genuine and allotment was approved by CDA board meeting, however, expressing unawareness to the statement of the former CDA chairman terming the balloting non-transparent, she said the matter would be investigated.To make the balloting process more transparent if any complaint was received in this regard, re-balloting would be conducted, said Member Estate and added; transfer of these plots has been banned for six months.
