The joint venture project for development of the northern strip of Sector E-11 between the Capital Development Authority (CDA) and the Multi-Professional Cooperative Housing Society (MPCHS) is likely to be launched by early next month. If all goes well, the development of this part of the city will be completed by June 2010.

According to CDA Deputy Director General Planning Ghulam Sarwar Sandhu, a high-level meeting, headed by CDA Chairman Tariq Mahmood Khan, reviewed the progress on the project and expressed satisfaction over its pace.

“If all goes according to schedule, the development work in the northern strip of Sector E-11 will be launched by the start of next month and it would be completed in all respects within one year,” he told ‘The News’.

He said that the land was acquired by the CDA a long time ago but it was under ‘adverse possession’. “When the MPCHS people offered to enter into a joint venture with the CDA on a sharing formula under which 57 per cent of the project will be with the CDA while 43 per cent will go to the MPCHS, the civic body agreed to join hands with the MPCHS,” Sandhu told ‘The News’.

“Today, they (MPCHS) had submitted the request for approval to award the contract for development of the society. The CDA board is likely to approve the request after scrutiny within one week following which development work will be launched,” he said.

Earlier, he said, the layout plan was submitted for approval by the MPCHS last month, which was eventually approved by the CDA board. “Only last week, they (MPCHS) submitted the engineering designs of the project to the CDA board that were approved in a board meeting. So now it seems that the work at the site will start soon and completed within one year,” he said.

Sandhu said that the 58 acres of area in the sector, which was actually acquired by the CDA some time back, was under ‘adverse possession’ and the civic body was unable to carry out any development work there.

“When the MPCHS approached the CDA, offering to get the land released from ‘adverse possession’ and entering into a land sharing formula on 57%-43% with the civic body and taking full responsibility for completing development work, the authority agreed to the proposal,” he said.

He said that once the CDA board will approve the request for awarding the contract, which was taken up for discussion in today’s meeting, the MPCHS will launch development activity.

“The MPCHS will develop all civic services, including construction of roads, laying of water, sewerage and drainage systems, electricity, gas, streetlights and PTCL lines, in the northern strip of Sector E-11. As it is a small area, only 54 acres, which is less than even a sub-sector, it is expected that the MPCHS will meet the deadline of one year set for completing all development work. After completion of uplift work, plots would be handed over to allottees of the society,” he said.

The meeting was attended by Member (Estate) Brigadier ® Asad Munir, Member (Planning) Syed Tanvir Bukhari, Deputy Director-General (Planning) Ghulam Sarwar Sandhu, Director (Lands) Dr. Wasim Shamshad, Director (Enforcement) Captain ® Faiz and Director (Estate Management-II) Mumtaz Hussain Zahid.
