The Capital Development Authority (CDA) made some changes at the top on Wednesday. Portfolios of five directors, an assistant deputy chief and an assistant director were changed through postings and transfers.

Habib-ur-Rehman, a BS-19 officer, an OSD, was posted as director of the Estate Management-I. Riaz Ahmed Javed, another BS-19 officer, who was working as director of the Estate Management-I on ‘current charge’ basis, was transferred and posted as director coordination (council), on ‘current charge’ basis. Mrs Najma Azhar, an officer of the law cadre of the CDA, was transferred from the office of director (HRD) and appointed as director law (litigation). Abdur Baqi, director law (litigation), was transferred and posted as director of Regulations & Labour Relations.

Muhammad Hayat Warraich, who was holding ‘current charge’ of the office of director (administration), was transferred and posted as director (HRD) on ‘current charge’ basis. Zahid Ali Khan, who was made an OSD recently during the workers’ union elections in the CDA, was appointed as assistant deputy chief of the Fire & Rescue, Emergency & Disaster Management. Asif Ali Khan, who was also made an OSD during the workers’ union elections in the CDA, was appointed as assistant director at the Capital Hospital.

Sources in the Capital Development Authority told ‘The News’ that these postings and transfers were ‘a step in the right direction’ by CDA Chairman Imtiaz Inayat Elahi. According to them, the large number of cases that CDA officers and officials had filed in different courts against what they believed injustice meted out to them in the past clearly indicated that they were not happy. “Their promotions remained blocked for a long time. They are not getting postings or have been posted in directorates or departments entirely different to their academic qualifications and skills,” sources added.

When contacted, CDA spokesman Syed Mustafain Kazmi said that the postings and transfers were a part of the chairman’s efforts to activate all directorates and formations of the civic body to draw maximum out of every official for the benefit of the city and its citizens. “The chairman recently issued orders to resolve matters of seniority of officers and officials to avoid unnecessary litigation,” he said. “There are certain administrative issues which need to be resolved. The postings and transfers of employees are just a part of the plan which the chairman has set into motion to make the CDA an active civic body with an aim to give maximum benefits and facilities to the residents of Islamabad,” he added.
