Islamabad: CDA head of treasury tenders resignation

The Head of Treasury (HoT) of the Capital Development Authority (CDA), Abdus Samad, tendered resignation from his office on a 24-hour notice on Friday. The move has come as a surprise to many because he was granted a two-year extension in his contract of service with the CDA about two months back. Abdus Samad joined the CDA in April 2007 on contract basis for two years on a salary of Rs250,000 per month. At that time, his appointment as HoT while there was a sitting FA-Member, assisted by a DFA (deputy financial adviser) and a whole directorate, raised many questions. But his appointment was quite often justified by the high-ups in the CDA who put up numerous reasons; ‘streamlining CDA’s money matters’ being the most frequently referred justification behind his appointment. His two-year contract ended in April 2009. However, the CDA Board granted him an extension of two years in the contract of service with the CDA and he continued to monitor and regulate CDA’s money matters.
