No NOC for housing societies having less than 160 kanals of land * No registration of housing schemes, which fail to transfer plots allocated for parks, mosques and schools to registration authority By Aamir Yasin RAWALPINDI: Rawalpindi Commissioner Zahid Saeed has imposed ban on No Objection Certificate (NOC) to proposed housing societies that have less than 160 kanals of land in their names. Saeed also directed the Rawalpindi Division district coordination officers (DCOs) to get government land vacated from encroachers and take punitive action against land mafia, especially those who grabbed government land and set up housing societies. He also asked the authorities concerned to lodge criminal cases against the owners of such housing schemes. He issued these directives during a meeting held at his office. Rawalpindi District Coordination Officer (DCO) Imdadullah Bosal, Attock DCO Shakeel Ahmed, Chakwal DCO Tariq Waqar Bakhsh, Jhelum DCO Hameedullah Khan, Rawalpindi Development Authority (RDA) Director General Makeen Shahbaz, Executive District Officers (EDOs) Revenue of all the division and other senior officials attended the meeting. Plots transfer: Saeed directed RDA and all town municipal administrations (TMAs) of Rawalpindi of Division not to register such housing societies, which fail to transfer plots allocated for mosque, school, community centre and parks in the name of registration authority. He said this step was taken to provide civic facilities to allotees in such housing societies. He directed the registration authorities not to register those housing societies, which do not put in place civic facilities like water, sewerage and do not mortgage 20 percent of land with the registration authority. Boundary walls: Saeed directed the registration authorities to ensure that 160 kanals of land was available at one place and not in scattered pieces. He said the housing societies should build boundary walls around their land otherwise the authorities would take stern action against those extending their boundary limits and encroaching upon neighboring housing societies. The commissioner ordered the authorities concerned to get the government land vacated from encroachers. He said that the government would deal with land encroachment mafia with iron hands. Record: He also asked for maintaining the record of land acquired by the government department for projects. He asked the officials concerned to form special committees in all the four districts of Rawalpindi Division to check the record of housing societies, their present status and submit it to commissioner office as soon as possible.
